Who has to pay it?

The fee applies to non-immigrant visa categories — which includes tourists and business visitors (B-1/B-2), students (F-1), exchange visitors (J-1) and temporary workers. Travellers from Visa Waiver Program countries and immigrant-visa applicants are exempt. For Pakistani passport holders, who need a full visitor visa, the fee does apply.

What it means for Pakistani applicants

The key point: this is a cost change, not a rule change. It does not make you more or less likely to get a visa, and it does not alter the requirements. You still apply with a DS-160, attend an interview, and prove you’re a genuine visitor with strong ties to Pakistan.
