Expired NICOP? You Cannot Board a Flight to Pakistan Without a Visa (FIA Rules 2026)

If you or your family members hold a British, American, Canadian, European or Gulf passport and normally fly to Pakistan on a NICOP (National Identity Card for Overseas Pakistanis), there is a rule you must know before you book your next trip home. Since mid-July 2026, the Federal Investigation Agency (FIA) has instructed every airline flying into Pakistan to check NICOP validity at check-in. Passengers on a foreign passport whose NICOP has expired, been cancelled or is otherwise invalid are refused boarding unless they hold a valid Pakistani visa or a valid Pakistani passport. Here is what changed, who is affected, and how to avoid being turned away at the airport.

What exactly changed in July 2026?

On 15 July 2026, the federal government issued directives to all FIA zonal directors to be conveyed to every airline operating inbound flights to Pakistan. Airlines were told to verify the validity of each passenger’s NICOP before boarding and to refuse carriage to anyone presenting an invalid, expired or cancelled card. Pakistan International Airlines published its own advisory with an effective date of 17 July 2026, and immigration check-posts across the country were told to apply the rule uniformly.

Officials stressed this is not a new law. Valid travel documents were always legally required; the difference is that airlines had long been allowing passengers to board on expired NICOPs, and that leniency has now ended. The government also pointed out that an expired CNIC or NICOP already suspends services such as banking, SIM registration and property transactions, so travel is simply being brought in line.

Who is affected — and who is not

Shortly after the airline advisory appeared, social media filled with claims that British Pakistanis could no longer travel on NICOP at all. A government spokesperson called those reports “incorrect and misleading”. The position is straightforward:

• Valid NICOP + foreign passport: enter Pakistan without a visa, exactly as before.
• Expired, cancelled or invalid NICOP + foreign passport: you need a valid Pakistani visa before you fly.
• Valid Pakistani passport: no NICOP or visa required for entry.
• Applies equally to travellers from the UK, USA, Europe, the Gulf and everywhere else.

This is consistent with UK Foreign Office guidance, which recognises holders of a valid NICOP or Smart NICOP as Pakistani citizens who may enter Pakistan without a visa and stay for an unlimited period.

Check your card before you book

The single most common problem reported by overseas Pakistanis is discovering the expiry at the check-in desk. A Pakistani resident in Germany told Dawn that many people only realise their NICOP has expired when they are already at the airport. Make it a habit to check the expiry date printed on the card — and on the cards of elderly parents and children who travel with you — the moment you start planning a trip.

If the card is close to expiry, renew it first. NADRA processes NICOP renewals through its online Pak-Identity portal (id.nadra.gov.pk) and the Pak-ID app, as well as through Pakistani missions abroad. Fees and processing times depend on your country zone and whether you choose normal, urgent or executive service, so confirm the current figures on NADRA’s site. Overseas Pakistanis have publicly urged the government to speed up renewals at missions abroad, so allow generous lead time rather than counting on a quick turnaround.

Your three options if the NICOP has already expired

Option 1 — Renew the NICOP. The cleanest route if you have time before travel. Once the new card is issued, you travel on your foreign passport with the valid NICOP as before.

Option 2 — Get a Pakistani visa. Foreign passport holders can apply for a visa through Pakistan’s Online Visa System. This is the fallback when renewal will not be ready in time. Apply well ahead, because processing is measured in working days, not hours.

Option 3 — Travel on a Pakistani passport. If you still hold a valid Pakistani passport (or can renew one in time), you can board with it. Remember that many countries require you to leave and re-enter on the same passport you used to exit, so check the rules of the country you are departing from.
