FIA Airport Offloading in 2026: Your Rights After the Court Rulings

Every year, tens of thousands of Pakistani travellers reach the airport with a valid visit visa, a confirmed ticket and every document in order — only to be stopped at the immigration counter and sent home. This is “offloading,” and in September 2026 it became a live legal battle. Within the same year, both the Lahore High Court and the Islamabad High Court have ruled that the Federal Investigation Agency (FIA) has been offloading passengers without a lawful basis. If you or a family member holds a visit visa this year, here is what the rulings actually change, and how to protect yourself at the airport.

What just happened in court

On 24 September 2026, the Islamabad High Court heard a petition from a citizen, Sajid, who had been offloaded despite holding valid travel documents. FIA officials defended the practice by producing an internal letter from 1975. Justice Inaam Ameen Minhas rejected it outright, telling the agency: “There is nothing in this letter that allows you to offload passengers,” and adding, “An SOP is not a law. We have to enforce the law.” The court said that if FIA believes it needs broader powers, it should seek an amendment through Parliament — not rely on internal Standard Operating Procedures.

This followed a ruling by the Lahore High Court on 30 May 2026, in a case brought by Muhammad Abbas, who was denied boarding on a flight to Nigeria even though his visa, ticket and immigration clearance were all valid. Justice Raheel Kamran held that “the right to travel abroad is a fundamental constitutional right,” and that FIA’s power to restrict it has clear legal limits.

What FIA must now do before offloading you

The Lahore High Court’s ruling set out specific obligations for immigration officers at every airport in Pakistan. FIA staff must now:

• Record a detailed, specific reason before removing any passenger
• Log the questions asked and the answers given
• Preserve the interview electronically where possible
• Provide the passenger a copy of the offloading order
• Treat reason-recording as a legal duty, not paperwork
• Avoid offloading based on suspicion alone, with no evidence

In practice, this means a “the officer didn’t like my answers” offloading with nothing on paper is now something you can challenge.

Why FIA is stopping so many travellers in the first place

The court rulings did not appear out of nowhere — they followed a sharp rise in offloading numbers. FIA’s Director General told a National Assembly committee that roughly 66,000 passengers were offloaded at Pakistani airports in 2025, with about 51,000 of those stopped by FIA itself over document-related issues. A separate FIA-linked report for the same year put the agency’s own offloading count at just under 40,000. Either way, the scale is large, and FIA has said it built “five risk profiles” to help officers flag travellers it considers high-risk.

The FIA says most offloaded passengers were travelling on visit, Umrah, or work visas, and that a common trigger is incomplete or inconsistent information — travellers who cannot clearly explain their host’s details, their itinerary, or the purpose of their trip, often because an agent filled the form for them.

If you are stopped: your rights at the counter

Beyond the airport itself, a formal grievance system now exists under Standing Order No. 02/2026: a first appeal to the Immigration In-Charge at that airport, and a second-tier appeal to the Zonal Grievance Committee if you are not satisfied. Bring your full travel file — visa, ticket, hotel or sponsor proof, and evidence of funds or employment — to support the appeal. If you believe you faced harassment or a demand for money, FIA’s Directorate of Internal Accountability accepts misconduct complaints, and as a last resort a constitutional petition can be filed in the High Court, as both recent cases were.

How to reduce your own risk of being offloaded

Most genuine visit-visa travellers are never offloaded, but a disorganised file is the single biggest avoidable trigger. Before you fly:

• Carry printed copies of your visa, ticket and hotel/invitation letter
• Know your host’s full name, address and relationship to you
• Be able to state your trip dates and return flight without hesitation
• Carry proof of funds and, where relevant, your job or business
• Avoid vague or rehearsed-sounding answers about “why” you’re travelling
• Keep your Reloaded Visa file summary on hand for quick reference

Does a valid visa guarantee I can leave Pakistan? No. FIA immigration checks at the departure gate are separate from the destination country’s visa decision, though the new rulings limit FIA’s grounds for stopping you.
